About the Founder

Minister Joyce Tabb, a Williamsburg, Virginia native, has dedicated her life to service, both in the military and through her impactful work in community support. Following her initial three years of active duty in the U.S. Army, she continued to serve in the Army Reserves, including participation in Operation Desert Storm. Her military career, spanning 21 years, concluded with her discharge in 1995.
Minister Tabb's professional pursuits reflect a rich tapestry of leadership roles. She held positions at C&P Telephone Company and as a Manager at AT&T. Her journey led her to become the Executive Director of the Laurel Pregnancy Center, MD, serve as Office Manager at Ephesians Life Ministries, MD, and work as a Bookkeeper with Community Ministry of Prince George’s County, MD, culminating in her retirement from Montgomery County Government, MD, in 2024.
Her academic accomplishments include a Bachelor of Arts in Counseling and Theology from Washington Bible College, an A.A. in Business Management from Arundel Community College, and a B.S. in Business Administration from the University of Maryland Global Campus. Her spiritual journey, rekindled in 1990, saw her embrace her calling as a Missionary/Evangelist. This calling inspired numerous missionary trips to Haiti and Trinidad. In 1997, Minister Tabb realized a vision for a ministry dedicated to youth community support, leading to the founding of El Shaddi Care Center, a non-profit organization. This mission expanded in 2001 to include HIV/AIDS education and prevention, successfully earning certification from the Maryland AIDS Administration.
Minister Tabb's unwavering dedication was recognized when she received the "Seventh Annual Vivian E. Washington Award" in 2002 for her work in teen pregnancy prevention. Her life's work, guided by her spiritual gifts of encouragement and compassion, seeks to uplift those often marginalized by the Church.
Joyce Tabb is single, with an adopted daughter and two grandchildren. Rooted in Biblical teachings, she remains committed to guiding El Shaddi Care Center in its mission to provide vital educational support and foster healthy lifestyles within the community.
